Gov. Amado T. Espino, Jr. leads the lowering of time capsule during the groundbreaking ceremony for the construction of Red Cross Alaminos City-Western Pangasinan Chapter Building last February 10 inside the compound of Western Pangasinan District Hospital in Brgy. Magsaysay, Alaminos City. In a memorandum of agreement signed by the Governor and Red Cross officials last December 17, 2009, the provincial government has allowed Red Cross to use the lot for free for 25 years and is subject to renewal for another 25 years.
