Pangasinan leaders ink pact to clean all rivers in the Province

LINGAYEN--- Regional, provincial and municipal leaders led by Gov. Amado T. Espino, Jr. signed a covenant for a provincewide joint clean-up drive of rivers and waterways at the Sison Auditorium here last August 24.

“We are talking here today on how to preserve and protect our rivers, mountains and the sea. Unahin na sana natin ang ating kalikasan bago natin pag-usapan ang mga ibang bagay,” the Governor said in his speech.

Gov. Espino said that the project is a continuance of his efforts to care for the province’s water resources, launched as “Save the Lingayen Gulf Movement” during his stint as Police Provincial Director here.

“Dapat naman sana na may makita yung mga anak ng mga anak natin at ang mga susunod pang henerasyon na nakita natin noong tayo’y mga bata pa,” Gov. Espino added.

The Governor also lamented the fact that implementation of laws and regulations on caring for nature is problematic. However, he said, even without these laws, common sense and conscience dictate that our problems on environment shouldn’t have happened in the first place.

Gov. Espino said that everybody are stakeholders when it comes to our environment stressing that not only big people who have capital should benefit from our rivers.

“Hindi lamang po ang may Kapital na naglalagay ng fishpen o fish cages ang dapat makinabang sa ating mga ilog. Ang ating kapatagan, bundok, dalampasigan at kailugan ay pag-aari nating lahat, kaya lahat dapat makinabang,” he said.

DENR Regional Executive Director Samuel Penafiel said he is impressed about the progress of the clean-up drive that was started by the Governor. The most important thing, he said, is political will which he believes the current provincial leadership has.

The dismantling of illegal structures along the rivers, Penafiel said, is part of the adaptation and preparation everyone should do to mitigate the effects of climate change to avoid further disasters. He expressed dismay over this business where a few people are earning a living but thousands of people are affected.

Mayor Benjie Lim of Dagupan City said this project of the Provincial Government is both timely and urgent, and the presence of all officials at the signing ceremony is a recognition that everyone can no longer ignore what is happening around us.

“It is an honor and privilege to be a part of this noble project of the provincial government as it will spur synergy and cooperation of the province’s towns and cities to take a stand against the degradation of our rivers and tributaries. Alam ko si Gov. Espino kapag nagpa-project, he means business,” Lim expressed.

Before the signing, Provincial Disaster Risk Reduction Management Council (PDRRMC) Executive Director Paterno Orduña presented to the audience the status and development of the on-going dismantling and dredging operations of Task Force Kalikasan along the Agno River.

He presented the transformation of the rivers after the dismantling and dredging operations have been done in the following barangays: Poblacion, Naguilayan, Manat, Salapingao and Caloocan Dupo in Binmaley; Poblacion in Lingayen; and Balococ-Bañaga in Lingayen-Bugallon.

He also expounded on the environmental advocacy of Gov. Espino, as well as the long term initiatives of the provincial government for flood mitigation.

The Covenant partly states that parties to the signing “…are aware of the harmful environmental impact brought about by the indiscriminate and irresponsible logging, quarrying, disposal of garbage, establishment of man-made structures and other human activities that adversely affect the rivers and other bodies of water and recognizes the need to repair and revitalize the ecosystem by cleaning the rivers and waterways.”

Gov. Espino, during the press conference, urged the media to actively participate in this endeavor as they have the capacity to appeal to the conscience of the people and convince political leaders to implement the laws and regulations on caring for the environment.

Present during the covenant signing were board members Danny Uy, Jaming Libunao, Von Mark Mendoza, Raul Sison and Amadeo Espino.

Gov. Espino and delegates arrive from Agri training in South Korea

LINGAYEN--- Gov. Amado T. Espino, Jr. together with officials from the Department of Agriculture (DA), Office of the Provincial Agriculturist (OPAG) and other Rice Processing Complex (RPC) personnel arrived last week from South Korea after undergoing a week-long training and orientation from Korean technology experts for the establishment of the Modern Integrated Rice Processing and Milling Complex in the province.

The training seminar is part of the Korean government’s program grant to train and provide technical know-how to personnel who will operate the RPC being constructed in Sta. Barbara through the Korean International Cooperation Agency (KOICA).

The Philippine delegation received lectures and participated in discussions on Post Harvest Technology of Rice, Domestic Distribution and Market Tour, Rice Research and Development and Rice Policy, Ways of Increasing Production Yield and Keeping Rice Quality.

The training and orientation also included study visits and field trips to RPC equipment and laboratory, a visit to Shin Heung Steel Corporation, Cheongju Early Printing Museum tour, environmentally-friendly agriculture tour, Cheonwon Oksan RPC, Anseong RPC and Korean Folk Village tour.

Nestor Batalla, supervising agriculturist of the Office of the Provincial Agriculturist who was part of the provincial team, said the training and seminar gave them various insights on how to manage and operate the RPC and personally saw the latest Korean technologies.

As this developed, Gov. Espino said the provincial government and DA who will operate the rice processing facility are now gearing up for its near completion as plans for the operational management of the RPC are now being undertaken.

The RPC which is expected to complete construction in November this year was established through a P160-million grant from KOICA. OPAG said that at present, 70 percent of the civil and structural works of the complex has been completed.

Equipped with efficient and affordable drying, milling and processing facilities, the rice processing complex is expected to boost Pangasinan’s agriculture, increase farmers’ income and improve their living conditions, reduce post harvest losses and produce high quality milled rice.

The state-of-the-art facility will also provide modernized rice production facilities, enhance the international competitiveness of rice produce in the Philippines and strengthen the relationship and cooperation between the governments of the Philippines and Korea.

Pangasinan is among the four provinces chosen by the Korean government for the RPC grant. Other provinces benefitting from the program are the provinces of Iloilo, Bohol and Davao del Sur. (PIO/Angeline D. Villanueva)

LINGAYEN---Representatives from 28 government offices including the 14 provincial hospitals in Pangasinan participated in a three-day training on Strengthening the Monitoring and Evaluation (M & E) System of the Province last August 11-13 at the Malong Conference Room here.

The training was conducted by the Health Sector Policy Support Program (HSPSP) through technical assistance from the European Commission and German Technical Corporation to strengthen monitoring and evaluation functions of the local government units.

The M & E System is a system which will keep track of program expenditure, evaluate performance in comparison with the funds authorized for the purpose and provide timely and quality input and report to management that may be used for future planning, programming and budgeting.

Benita M. Pizarro, chief of Provincial Planning and Development and chairman of the Provincial Project Monitoring Committee, said tracking of project implementation with respect to physical and financial status through the M & E System is very important as problems can be addressed easily if ever problems arise.

She added that the training aimed to introduce to participants several tools to evaluate the overall performance regarding the prescribed performance indicators.

It also seeks to identify facilitating and/or hindering factors and take note of mitigating measures undertaken during various stages of program/project management.

Through the system she said project specifications will be met because they are being monitored and evaluated.

Orlando Garcia, Local Government Unit Public Financial Management Assistant, said other objectives of the training are to assess budget operation in budget accountability and introduce organizational performance improvement framework for monitoring and evaluation.

LINGAYEN--- Senator Juan Miguel Zubiri has nothing but praises for the entire Capitol Complex during his visit here last August 13.

Senator Zubiri, or “Migz as he is fondly called, came to town last Friday for the ceremonial distribution of Special Allotment Release Orders (SAROs) to the province’s mayors for various infrastructure projects sourced from his pork barrel.

During his courtesy call on Governor Amado T. Espino, Jr. represented by Acting Governor Ferdie Calimlim, the Senator was greatly impressed with the offices and work stations inside the Capitol Building. He said the Provincial Government did a great job by combining old structures and intricate woodworks, which according to him, is comparable to Great Britain’s Parliament House.

Gov. Espino was on an official business trip to South Korea during Sen. Zubiri’s visit at the Capitol.
On his tour to the Sison Auditorium, Sen. Zubiri was once again amazed by its marvelous interior design and commented that it is better than the Batasang Pambansa or the Senate Building. He particularly took notice of the clean and beautiful restrooms of the building which he said are better than the senators’ offices.

Senator Zubiri said his visit to Pangasinan was long overdue because of the good things he heard about the province but in doing so, he said he wanted that he has something to give with the local officials and the people.

The beauty and grandeur of the Capitol, he said, is something that inspires him that once he gets back to the Senate, to deliver a privilege speech on how to improve the looks of the Philippine Senate.

“How I wish the Senate can have a home like that,” he stressed as he said that the people of Pangasinan should be proud of these beautiful edifices that the Governor and the provincial officials have given them. He also said the cleanliness of the entire complex is something noticeable.

He also said that he wants to stay in the beautiful provincial hotel, the Capitol Resort and Hotel where they had lunch, when he returns for the inauguration of his various projects in the province.

Describing the province as a producer of presidents, senators and distinguished public servants, the Senator also said that Pangasinan is close to his heart because he is a devotee of the Our Lady of Manaoag who has given him miracles in his personal and political struggles. Sen. Zubiri distributes SAROs to 32 cities and towns

LINGAYEN--- Senator Juan Miguel Zubiri, or “Migz as he is fondly called, came to town last August 13 for the ceremonial distribution of Special Allotment Release Orders (SAROs) to the province’s mayors for various infrastructure projects sourced from his pork barrel.

During the regular session of the Sangguniang Panlalawigan, 32 mayors from the various towns and cities of the province from the first to sixth congressional district, personally received the SAROs from the Senator.

His way of sharing what he gets from the National Government and a realization of his campaign promise, the SAROs amounting to P13.9 million and coursed through DPWH was in support of his commitment to fund the P17.8 million infrastructure development of the province.

The Senator thanked Governor Amado T. Espino, Jr., who is on an official business trip in South Korea, Vice Governor Ferdie Calimlim and all the provincial council members for making these projects possible.

Sen. Zubiri specifically requested that the funding allocation be used for the construction, rehabilitation and repair of multi-purpose buildings, school and daycare classrooms and health centers.

Acting Governor Calimlim said Zubiri is “our new partner in the progress of Pangasinan,” and thanked the senator for “giving equally to all the different towns and cities of Pangasinan a share and a taste of his love.”

After lunch at the Capitol Resort and Hotel, the Senator met with the local media for a press conference where he expressed his views on various national issues.

These towns and cities in each district have received the funding for various infrastructure projects: Agno, Anda, Bani, Bolinao, Burgos, Dasol, Infanta, and Sual in the 1st District; Basista, Binmaley, Labrador, Urbiztondo, Manaoag and San Fabian in the 2nd and 4th Districts; San Carlos City, Malasiqui and Sta. Barbara in the 3rd District; and Urdaneta City, Alcala, Bautista, Laoac, Pozorrubio, Villasis, Balungao, Natividad, Rosales, Sta. Maria, San Manuel, San Nicolas, San Quintin, Tayug and Umingan in the 5th and 6th Districts.

Gov. Espino told Korean Investors to start their projects ASAP

LINGAYEN, Pangasinan -- A group of Korean investors presented a master plan and latest Korean technologies to support three of its seven proposed business ventures in the province during the business trip of Governor Amado T. Espino, Jr. to South Korea last August 14 to17.

According to Provincial Information Officer Butch Velasco, who joined the Governor in Korea, the three presentations of the JJGPK Co. Ltd. include the development of the eco-tourism zone, cold storage and chicken dressing plant. “The other projects that were also discussed during the visit of Gov. Espino to Korea are the Korean surplus center, knowledge process outsourcing, mining and water transport,” Velasco said.

The Governor told them that they must start any of their projects as soon as possible to provide and generate jobs and livelihood opportunities to Pangasinenses.

It was agreed that a retirement village, which will not only cater to Korean retirees but also to Filipino Korean war veterans, and a golf course, will be the first to be set up.

The retirement village will feature high-rise residences that will cater to upper and mid-income clients.

The eco-tourism zone, conceptualized under the working title “Lingayen Land,” will be a self-contained community that will feature African and Asian safari tour with its own mono trail, entertainment center which will be a little kind of Disneyland dubbed as “dream land.” With children as its target market, this theme park will also include the significant periods of Philippine history.

The complex will also be a host to a yacht club, docking areas, water sports area, a string of restaurants with a floating restaurant as a highlight, hotels and a water park with a wave pool for children and adults.

Velasco said that the Governor’s party also visited a cold storage facility, similar to what is being planned to be constructed here, that does not utilize ice or blower which can further prolong the life of stored fruits or vegetables. The governor met the inventor of the facility and he is willing to visit Pangasinan.

Another investment to help poultry growers in Pangasinan is the chicken dressing plant. This facility uses technology that is six times faster than an ordinary chicken dressing plant in the country.

For the surplus center, the Korean investors plan to sell slightly used home and office appliances.
Pangasinan’s long coastline and river ways also enticed these Korean investors to engage in water transport. They will bring here ferry boats and barges for tourism and as alternative means to transport people along the major rivers of Pangasinan.

The Korean investors said that cruising Pangasinan rivers will be a tourist attraction since these are surrounded by breathtaking mangroves. The Governor considers this timely since the Provincial Government has embarked on a massive cleaning and dredging operations of Pangasinan rivers.

The governor also told the Koreans to look for investors that will set up a steel manufacturing in Pangasinan saying that the country though rich in minerals has no single steel plant. The governor told the Koreans that their steel industry catapulted them as a very progressive nation.

Prior to the meeting of Gov. Espino with the Korean investors, he attended the training conference on the Rice Processing Complex conducted by the Korean International Cooperation Agency from August 8 to 13.

Governor Espino was joined by Executive Assistant Ramon Morden and Office of the Provincial Agriculturist staff Nestor Batalla during the KOICA conference. He was later joined by Provincial Information Officer Butch Velasco for his meetings with the JJGPK investors.

The proposed business ventures from other Korean investors include: the establishment of a commercial and industrial complex, a Pangasinan Heart and Medical Center, electric vehicle manufacturing, housing program and waste-to-energy plant.

Other foreign investors who have expressed business ties with the provincial government include the People’s Republic of China and Taiwan, Velasco said. (PIO/Rafael Manuel III)

Lingayen - In line with the province’s youth development program, the provincial government together with 2nd District Congressman Leopoldo N. Bataoil, supported the two-day 8th Petron Ladies Beach 3rd Leg Volleyball Tournament that reeled off last August 13 and 14 at the Capitol beachfront here.

“I have been trying to promote sports to highlight our province as sports tourist destination. In the same way, promoting sports among our youth protects them from indulging in criminal activities,” Bataoil said.

De La Salle University Dasmarinas (DLSUD) patriot Jennifer Manzano and Satchel Senupe were challenged by Far Eastern University’s (FEU I) Shaira Gonzales and Shedd dela Pena during the best of three play-offs in the championship game.

Both teams displayed strong defense and service and were tied at 20 in the second set of the play-off giving the audience an intense and breathtaking game that resulted to 21-11 in favor of DLSU.

However, FEU I emerged this year’s champion beating DLSUD in the third set with a 15-7 final score.

Earlier, Ateneo De Manila University’s Krizette Onishi and Sharah So and FEU II’s Vel Faytaren and Janine Penaranda were equally strong contenders with a strong showing during the semi-cross over game.

Spiker Manzano, representing DLSUD who traces her roots at Balangobong, Lingayen was a standout and an early crowd favorite.

Proud fellow Pangasinenses cheered out loud every time Manzano shows her well-loved trademark move in volleyball.

The tournament serves as qualifier for the Battle of Champions which will be held in Puerto Princesa sometime in October.

2nd District Board Member Von Mark Mendoza, who represented the governor, said Pangasinan has the potentials of an economic hub as well as a tourist and sports tourism destination.

“Sports program like this is very much welcome in our province, we are trying to position (Pangasinan) in the field of sports to become the sports capital outside of Manila, dahil mayroon po kaming Narciso Ramos Sports Complex and Civic Center, it is the biggest sports center in Region I”, Mendoza added.

Meanwhile, Modesto Operania, Consultant on Sports of the provincial government said the recently concluded sports activity was aimed at encouraging the youth to join volleyball to unleash their potentials and make it a regular sports.

The tournament started with a motorcade participated in by 12 competing teams consisting of two players each from Metro Manila and Pangasinan.

Among the competing teams were FEU (I and II), DLSUD (I, II and III), Ateneo, University of the East (UE I and II), University of Luzon (I and II), Labrador and Lingayen.

LINGAYEN---A senior police officer from the Police Provincial Office (PPO) in Pangasinan emerged as one of the winners in the 2010 Metrobank Foundation Search for Country’s Outstanding Policemen in Service (COPS).

Hermie Soriano Raymundo, Senior Police Officer 2, was chosen as the province’s best in the Police Non-Commissioned Officers Category.

A native and resident of Binmaley, SPO2 Raymundo is currently assigned at the Provincial Investigation and Detective Management Branch of the PPO here.

Raymundo’s COPS award is attributed to his dedication to service and exemplary performance in crime prevention and crime solution. He now joins the elite roster of outstanding policemen of the country honored by Metrobank Foundation, Incorporated, the Rotary Club of New Manila East and PSBank.

Raymundo and the other COPS awardees will receive a trophy and a cash prize of P250, 000 to be conferred at the Malacanang Palace by His Excellency President Benigno Aquino III.
As this developed, the Metrobank Foundation, Inc. congratulated Gov. Amado T. Espino, Jr. and PPO headed by PSSupt. Percival Barba, Provincial Director, for producing a winner from Pangasinan.

Lingayen - - The Provincial Disaster Coordinating Council (PDCC) together with its attached agencies held an emergency meeting to discuss the operational readiness and response capabilities to any calamity that may occur in the province.

Paterno Orduña, PDCC Executive Officer, said the meeting was called upon the request of Governor Amado T. Espino, Jr., PDCC Chairman, after an official announcement from PAGASA that indicates the possible entry of three tropical cyclones into the Philippine area of responsibility within the month.

The meeting was attended by representatives from the 16 municipalities of Pangasinan considered as critical areas to encourage the mayors to activate their respective Municipal Disaster Coordinating Councils when calamity strikes.

The governor ordered the PDCC and its attached agencies to submit an inventory of their assets, manpower resources and their equipments, and to prepare 10,000 relief packs ready for disposal.

“Ito ang gustong malaman ng ating gobernador yung ating kapabilidad at kung gaano tayo ka-prepare sa mga darating na kalamidad sa ating lalawigan,” Orduña added.

The meeting highlighted the disaster preparedness and mitigation activities of the provincial government under the leadership of Gov. Espino to promote environmental advocacies thru various environmental projects as long-term mitigation measures against the occurrence of disasters.

“Gusto tayong i-brief sa environmental advocacy ni gobernador upang maiwasan natin ang mga disasters,kung hindi man natin maprevent ito, at least may mitigation measures tayo that will help everybody.”

Among these measures are the mangrove tree planting activities along coastal/riverbank areas, coastal clean-up of the Lingayen Gulf, tree planting activities in denuded mountainous areas, massive clean-up and dredging of river systems and environmental awareness campaigns to raise environmental consciousness among the people particularly the youths/students.

This was the pronouncement of Governor Amado T. Espino, Jr., on board a motorized banca, when he personally visited and inspected the on-going dismantling of illegal structures and dredging operations along the tributaries of the Agno River in Barangay Dupo in Binmaley last August 4.

One can only appreciate the beauty of the Agno River, with its tributaries adorned with different species of mangrove, once you see the effects of the on-going clean-up being undertaken by the Provincial Government. Gone were the stinking smell of the illegal fish pens and the bamboo structures that made it almost impossible to navigate the waterways.

The efforts, aimed at desilting the rivers and bring back the natural flow of water, are part of the long-term solutions being undertaken by the Provincial Government, led by the Provincial Disaster Coordinating Council (PDCC), to mitigate the ill-effects of climate change such as flashfloods and riverside erosion.

Also, the activity is part of Governor Espino’s continuing commitment and advocacy to protect and save the environment since he was still a police officer.

“It’s not the response or rescue efforts that are important kundi ang mga solusyon upang mapangalagaan natin ang ating kapaligiran,” PDCC Executive Officer Paterno Orduña stressed.

The massive river clean-up kicked off last July 19 with the Agno River tributaries within the cities of Dagupan and San Carlos and the municipalities of Binmaley and Lingayen as pilot areas.

Espino vows more aid for public schools

LINGAYEN--- Governor Amado T. Espino, Jr. vowed to extend continuous assistance to the field agencies of the Department of Education (DepEd) in Pangasinan for them to attain their targets on quality education.

The assurance was expressed by the Governor during the question hour of the third regular session of the 7th Sangguniang Panlalawigan where heads of the various schools divisions were invited to enlighten the members of the legislative body on matters involving the needs of the education community.

The governor, however, reminded the education officials of their duties and responsibilities of informing on time the provincial government about the status of funds released to them by the national government, including financial aids secured from other sources, such as the development funds of senators and congressmen.

“We are always ready to help, especially during calamities, but we need to be properly and promptly informed of the necessities,” the governor said, as he pointed out that there are times the provincial government experiences budgetary lack owing to unexpected natural disasters.

“We should be informed as much as possible to know exactly your status, yet you do not even furnish us where budget for the repairs of classrooms were channeled,” he said.
Invited during the question hour were Dr. Viraluz Raguindin, schools division superintendent of Pangasinan II, Dr. Shiela Maria Sison, assistant schools division superintendent of Pangasinan I, City Schools Superintendents Rowena Banzon (San Carlos City) and Maria Celia Fernandez (Urdaneta City) and Wilfredo Sindayen, acting city schools superintendent of Alaminos City.

The province’s most important resource is human resource, the governor stressed, as he called on the school authorities to focus more on approaches aimed at improving the climate of learning in the public school system.

In the same occasion, the Governor urged the school officials to be more circumspect in implementing programs designed to spruce up the learning environment, especially to make available sanitary comfort rooms and drinking water facilities for the school children.

“As much as possible, we should avoid using stones as decorative fences as these could be harmful to the grade schoolers,” the governor said.

The school officials thanked the governor for his commitment of support, citing, among others, the donation by the provincial government of new service vehicles, the repair and construction of school rooms and the continuing assistance to DepEd’s sports development program.

They also sought the SP’s intervention for the review of the localization law, particularly on the provision pertaining to hiring and promotion of teachers.

Board Member Jeremy Agerico Rosario, acting SP presiding officer and chairman of the Education Committee, called for maximization and utilization of the Special Education Fund (SEF) which, he said, is a trust fund intended for the repair and construction of school buildings and the purchase of learning materials.

He also batted to activate the Local School Board in every municipality and in the province.
He said it is high time for teachers to be aware and vigilant of their right to know how the SEF is used and spent which is a ready fund before thinking of any other sources. (PIO/Rafael Manuel III)

Legazpi City, Albay - - Team Pangasinan emerged victorious in the first-ever National Rescue and Disaster Response Competition (NRDRC) held last July 26 to 31 here.
Pangasinan was the event champion for Water Rescue scenario and bagged the first runner-up in Collapsed Structure Scenario.

Major Arthur Sawate of Bureau of Fire, member of team Pangasinan said, “Eagerness ang nagpanalo sa amin, yung attitude namin na pag sinimulan ay gusto naming tapusin at ito rin yung nagbibigay ng lakas sa atin.”

Also, the team thanked Governor Amado T. Espino, Jr., for his support and for providing them the equipment needed.

“Ito ay naging possible dahil sa suporta ng ating Provincial Government, lalong-lalo na kay Governor Espino kasi po pag wala ang inyong suporta palagay ko ganun din kami sa ibang teams na kulang-kulang ang gamit at saka kulang ng preparation”, Sawate said.

Team Pangasinan was pitted against seven other teams, Saranggani Province; Malaybalay City, Bukidnon; Naga City, Tabaco City, Legazpi City,Rapu-Rapu Polymetallic, Inc. and the 9th Infantry Division of Philippine Army to showcase their skills in tackling different rescue scenarios over three days.

Earlier in the competition, Team Pangasinan impressed other teams due to their complete and state-of-the-art equipment and was expected to be the National Champion.

Team Pangasinan had the chance of winning the competition without giving other teams a fight due to disqualification for not having the proper equipment needed for the competition but Pangasinan chooses to give them a chance, and resume the competition.

Dr. Eloy Bueno, Team captain of Pangasinan said, “We are not here for the money, we are here to learn and sharpen our skills in disaster rescue response.”

“Dalawang linggo yung ginawa naming preparasyon para sa competition na ito, ang Provincial Disaster Coordinating Council (PDCC) ang nagconduct sa amin ng training na ito, sayang naman kung ganun lang na ihihinto natin ang competition,” Sawate said.

Jojo Elvira, Jr., event coordinator of the NRDRC said, Albay was chosen to be the venue because it is always threatened by calamities throughout the year.

“Kaya dito natin gaganapin sa Albay kasi tuwing may bagyo dito maraming namamatay dahil sa baha, gusto naming i-share ang aming knowledge sa disaster response at recue, and at the same time, gusto rin naming matuto sa ibang mga teams na sasali dito sa competition na to,” Elvira added.

The competition promotes the importance of an organized rescue group; its knowledge and application techniques, equipment use and a command system for teams engage in search and rescue operation.

Meanwhile, Last minute changes of scoring system was made by the judges that blocked the Pangasinan Team which was expected to take the overall championship title.

Due to some participants not willing to finish the Rough Terrain scenario, Col. Guillermo Molina, one of the Board of Judges said, “because there were no team to finish the third event, gagawin na lang nating zero ang points ng lahat ng teams sa event na ito at tatanggalin na lang natin ang rough terrain scenario.”

But according to the written guideline given for Rough Terrain scenario Rule #11 –Scoring and Tiebreaking, “failing to complete entire contents of any problem may result in points lost. Scoring will be given only on that part of the problem completed.”

This prompted team Pangasinan to express their dismay prior to the late notification and for nullifying the third scenario, the said changes were announced on the day of awarding.

Major Arthur Sawate said, “with regards doon sa pagpili ng champion, medyo napasama ang loob namin, dahil yung third event biglang zero lahat, samantalang kami ang lamang, hindi lang namin natapos kasi naubusan kami ng oras at saka hindi kami sumuko doon hindi tulad ng ibang mga teams. Tapos ngayon lang nila sasabihin yung biglang pagbabago ng guidelines. Sana kinonsider na lang nila kung sino yung may pinakamaraming stage na natapos sa third event.”

Dr. Bueno cited that coordinators should have foreseen some of the problems that may arise during a competition, especially when they are the host province.

“Dapat bago magsimula ang competition magkaroon sila ng clear guidelines at rules, dapat mayroon silang expectations na gaya ng pag di natapos yung event para alam ng mga participating teams kung ano ang gagawin nila, kung alam lang namin na ganyan pala ang mangyayari hindi na sana kami nagpagod”, Sawate added.

The P300,000 pot money that should be awarded to the overall champion will be divided to the winners for each scenario. P75,000 for the event champion, P50,000 for the first runner-up and 25,000 for the second runner-up.

Still, Team Pangasinan acknowledged the other winners, illustrating sportsmanship and camaraderie, and said, “We learned a lot – from the scenarios and the other teams, and we would like to thank them for that. LINGAYEN--- Members of Ulupan na Pansiansay Salitan Pangasinan (UPSP) hailed Governor Amado T. Espino, Jr. as a champion of Pangasinan culture and language during the opening program of their 10th Anniversary Celebration at the Pangasinan State University Audio-Visual Room here last August 4.

In recognition of the Governor’s effort to promote the use of the Pangasinan language, the group passed a resolution and awarded the same to him which makes the governor the honorary president of their group.

Governor Espino, in his speech, opted to converse with the audience impromptu instead of using a prepared message, who in his usual jovial mood, said, will be hardly understood by the multi-racial group. Governor Espino, instead, delivered a conversational piece, peppered with anecdotes and funny musings.

While the capitol, he said, is the face and heart of the province, the Pangasinan language is its soul. That is why he directed the entire provincial government workforce to use Pangasinan as its official language every flag-raising ceremony on Mondays.

The Governor admitted that indeed, Pangasinan is a dying language, and to avoid it going extinct, every Pangasinense should do something about it. For instance, he said, we should use the Pangasinan in all local occasions, instead of Tagalog or English. According to him, every Pangasinense should also practice conversational Pangasinan, or if cannot be avoided, use Tagalog-Pangasinan or English-Pangasinan.

Dir. Jaime Lucas, the founding president of the group who received special citation during the 430th Founding Anniversary of Pangasinan, lauded Governor Espino as the only modern provincial leader who openly endorsed Pangasinan as the official language of the Capitol and the province.

“It’s only this time that I heard a governor endorsing Pangasinan as the official language of the Capitol and the whole province,” he said.
Primarily founded to preserve and promote the use of the Pangasinan language, Lucas said he is thankful that UPSP reached this far and acknowledged everyone’s support, especially of the Governor.

Lucas also shared a data from the Associated Press that every other two weeks, one of the 6,000 languages in the world dies, half of which is expected to be extinct by 2020.
He also lamented the fact that Pangasinan, one of the eight officially recognized languages in the Philippines, is dying. For this, Lucas advocated that parents must never be ashamed to allow, train or ask their children to know the language that we inherited from our ancestors.

Dr. Victoriano Estira, PSU President, on the other hand, called for a stronger “Ulupan” which he said should reflect the culture, hopes and aspirations of every Pangasinense as he pledged his support to the group.

Mayor Jonas Castañeda of Lingayen, meanwhile, said it is an honor and privilege for him to speak before the group and informed them that it is the Provincial Government and his town’s push to preserve and promote the use of Pangasinan.

UPSP has lined up various activities for their 10th Anniversary Celebration. LINGAYEN---Despite being third in the elementary division and seventh in the secondary overall ranking, Pangasinan athletes became a potent force in the field of athletics in the just concluded 13th Milo Olympic last August 1 at the Narciso Ramos Sports and Civic Center here.

After three days of action, Pangasinan team came up with a strong finish grabbing the number 1 post in various games in athletics like 100-meter run, 110- meter hurdles, 4x100- meter relay, 4x400- meter relay long jump, high jump shot-put, and discuss throw. The team also bagged the top post in volleyball, sipa, lawn tennis, table tennis and chess.

Telbang Elementary School of Alaminos City emerged the best in athletics after garnering first place in both elementary boys and girls division while Alaminos National High School and Telbang National High School wrapped the second slots in the secondary boys and secondary girls division, respectively.

Homegrown table tennis athletes also earned honors for the province after Clark Educational Center in San Carlos City and Bani West Central School captured the top slots for the elementary boys and girls divisions with Binmaley School of Fisheries topping the secondary boys division. Labrador National High School placed third in the secondary girls division.

Other participating institutions in Pangasinan that emerged victorious in the different sports events were Cabuyao Elementary School (Bolinao) and Pangapisan Elementary School (Lingayen) for volleyball boys and girls; Alos Elementary School (Alaminos) for elementary boys in sipa; San Carlos College (secondary boys division for chess); and Mother Goose Special School (Dagupan City) for lawn tennis elementary girls division.

Milo Olympics is the country’s biggest inter-school junior sports competition which gathered athletes from Regions 1,2,3 and the Cordillera Autonomous Region including participants from international schools and other schools in Bulacan. A total of 83 schools throughout the province participated in the said competition.

Meanwhile, Modesto Operaña, Sports Consultant of the provincial government, earlier said on behalf of Governor Amado T. Espino, Jr. that sports and youth development is one of the priority thrusts of the present administration that is aimed to transform the young generation into well-rounded and sports oriented individuals.

LINGAYEN --- Sergio Saura, a 46 year old renal patient of the Mayor Julian Resuello Dialysis Center of the Pangasinan Provincial Hospital in San Carlos City has expressed deep gratitude to Gov. Amado T. Espino Jr. and Mayor Julier Resuello of San Carlos City for their initiative in putting up a dialysis center in Pangasinan.

Saura, who made the statement during the 1st year anniversary of the Dialysis Center last July 28 in Bolingit, San Carlos City said the center is one of the modern centers he had ever known of.
Full with good words and praises, he said that the center applies modern techniques and procedures for the treatment of patients which are the same with those used in the United States and Europe although the techniques are not yet in the Philippines.

The dialysis center Saura said has an automated machine, a machine that cleans the dialyzers for reuse which is not manual like in other clinics even as he lauded the highly trained nursing and biomed staff who according to him, are hardworking, dedicated and diligent with their work.

Saura is a doctor by profession from Mangatarem town who was diagnosed to have chronic renal failure secondary to diabetes mellitus. He started having dialysis treatment in 2007 until the dialysis center in San Carlos City opened. He was invited to dialyze at the center, but he said that, at first, he did not want to be treated at the provincial hospital in Bolingit because of its poor and deteriorating condition.

When he tried having treatment at the dialysis center in San Carlos City because the clinic where he used to go had become inaccessible due to typhoon Pepeng last year, all his negative impressions against the provincial government facility had been changed. Since he started having treatment here, he did not want to go back anymore to the private hospital where he used to have his dialysis treatment.

Meanwhile, Gov. Amado T. Espino, Jr. has called for the continuous support of all the doctors, nurses, midwives and other hospital staff especially to those who have been sacrificing to give service at the Pangasinan Provincial Hospital and the Dialysis Center in San Carlos City.
Gov. Espino said he was happy and proud that in the entire Philippines, it is only the province of Pangasinan that has this kind of facility.

The Governor likewise expressed gratitude to Mayor Julier Resuello and the city government of San Carlos which provided a P15-million fund for the construction of the center.
Gov. Espino said “it is a dream fulfilled for indigents who cannot afford the high cost of renal treatment.”

It will be recalled that the establishment of the first-ever dialysis center started through the Bridge of Life DaVita Medical Mission whose advocacy was to promote and provide quality health care in third world countries.

While DaVita Corporation based in Los Angeles, California, through its Bridge of Life Foundation donated the brand new dialysis machines and a water treatment plant for the center, provided the funds for the building construction.

DaVita also provided technical assistance and a steady supply of free medicines in the center’s first six months of operation.

Dr. Jackson Soriano, PPH Chief of Hospital said the dialysis center started operations last year with only five patients. At present, the number of patients has increased to 95.

LINGAYEN --- Fifteen provincial tour guides represented the province of Pangasinan in the first-ever National Tour Guides Convention held in Tagbilaran City, Bohol last July 23-24 with the theme “Tour Guides 2010: Bridging the Gap.”

Considered as their first out-of-town Lakbay-Aral Tour, the Pangasinan tour guides expressed deep gratitude to Gov. Amado T. Espino, Jr. for giving them an opportunity to join with the professional tour guides in the country.

The organization of Pangasinan Tour Guides was an initiative of Gov. Espino during his first term to promote the province of Pangasinan as tourist destination, in both local and foreign tourists, as it already lagged behind from the country’s tourism map despite of its famous tourist spots.

Tourism Operations Division Chief Malou Elduayan said the conference served as an opportunity for active Pangasinan tour guides to become more productive in their tour guiding aside from their work on their respective offices.

Last year, the province thru its provincial tourism office had trained more than 30 provincial employees on tour guiding. Of that number, 15 have been active in tour guiding services and 10 of them have been accredited by the Department of Tourism.

From then on, the Pangasinan tour guides become the frontliners in promoting the various tourism destinations of the province including the Provincial Capitol building and Sison Auditorium now called as the “cultural center of the North.”

More than 500,000 local visitors have already been toured around the Capitol complex since September 2008 to June 2010 that made Pangasinan as second province with the highest number of tourists’ arrivals, both foreign and local, in Region 1.

The convention, initiated by the Department of Tourism thru the Bohol Island Tour Guides Association of the Philippines aimed to strengthen the bonds of tour guides all over the country who serve as the key players of the tourism industry in the Philippines.

The two-day convention was attended by veterans and professional tour guides including the beginners in tour guiding profession from different provinces in Luzon, Visayas and Mindanao.

Newly-installed Tourism Secretary Alberto Aldaba Lim, in his speech, encouraged the tour guides whom he called as “tourism players” to continue to love their profession as “you are the soul of our country.”

He said his office is bent to come up with a new tourism vision under the new Tourism Act of 2010 which would give more importance to the tour guiding profession.

As this developed, Bohol Governor Edgar M. Chatto, a former Representative of the 2nd District in Bohol who initiated R.A. 9593 otherwise known as Tourism Act of 2009 has challenged the tour guides from all over the country to work not as “competitors” in order to raise the standard of tour guiding in the country.

“Let us complement each other to maintain the dignity of your tour guiding profession in order to boost the country’s tourism industry which is an engine of investment, employment, growth and national development,” he stressed.

During the plenary session, various topics have been tackled which include the Ethics of Tour Guiding, Tour Guiding under the new Tourism Act, the Tourism Industry Landscape amidst Climate Change, and Impact of Cultural Differences in the Tour Guiding Industry.

Likewise, a workshop had been conducted by selected tour guides from different regions to formulate the Professional Tour Guides’ Code of Ethics and Promoting the Professional Tour Guides’ Welfare.

LINGAYEN--Gov. Amado T. Espino, Jr. distributed anew some P2.7-million worth of checks to the various livelihood associations in Pangasinan under the province’s livelihood loan assistance program.

The recent distribution benefitted twenty-three associations from the various parts of the province who received the assistance as loan renewals.

Gov. Espino said that as of July, some P12.7-million worth of livelihood assistance has already been granted to different women’s associations.

He also noted that the recipients have been responsible borrowers as they have fully met the 100% repayment scheme.

Gov. Espino said the program, implemented through the Provincial Population Office, is one of his administration’s thrusts which aim to help Pangasinenses especially the women augment their family income to help uplift their living conditions.

It is likewise aimed at generating more livelihood and employment opportunities for the underprivileged to increase income and improve access to basic needs.

Ellsworth Gonzales, program officer said this is the 3rd batch of distribution for 2010 bringing the number of groups who have benefitted from the program since 2008 to 106 organized groups and 9 micro entrepreneurs bringing the total number of beneficiaries to 2292.

The organized groups received a loan amount ranging from P100, 000 to P150, 000.

Catherine Rose Cabuyadao, a borrower from Cauringan Women’s Association in Sison town said she is very thankful with the loan grant because aside from having her own business, a sari-sari store, she was also able to finish college. With another loan grant from the province, she intends to expand her business to earn additional income for her growing family.

The livelihood program of the province caters to micro, small and medium enterprises including marginalized farmers/fisherfolks, community-based women’s group and individual entrepreneurs.
Under the program, the association can avail of a P100,000 credit assistance with 4% interest in six months. In case of payments made before due date, a rebate of 2.5% will be given to the association as their capital share.

Calimlim , who was a former Mayor of Mapandan town, said the mandate given to him to be second in command to Gov. Amado T. Espino, Jr. whom he described as an exceptional leader, will constantly remain as his inspiration to serve.

“Because of the fresh mandate given by Pangasinenses to Gov. Espino, let me say that the province is in good hands,” Calimlim said as he stressed that his partners in the 7th provincial board are privileged to share the responsibility with the Governor in leading Pangasinan towards Golden Age.

The newly-elected Vice-Governor pledged to help develop and nurture the potentials of the province and its people and help sustain the programs of the provincial government.

He stressed that the legislative output of the Sanggunian will be directed towards the goals of the province even as he said that the legislative agenda of SP will fully support the executive agenda of the present administration.

Towards this end, he has urged all members of the law-making arms of the province to stay focused, set aside their differences in beliefs and unite to achieve the best interest of Pangasinan.

He likewise urged each and every member of the provincial board to keep to heart their oath in serving the province and its people. “It is through this solemn vow that we will be able to faithfully do our part as a group in treading our legislative journey with the least of burdens along the way,” he said.

Taiwan officials mull business ties with Pangasinan

LINGAYEN—Another group of foreigners expressed interest in the investment potentials of Pangasinan. After the Koreans, Taiwanese officials, diplomats and businessmen visited the Capitol and other areas of interest in the province to explore what it has to offer in terms of business and tourism opportunities.

These recent developments are clear manifestation of the growing confidence of foreigners to the leadership of Governor Amado T. Espino, Jr., which will bring unprecedented progress to the province on its way to its true golden age.

Last July 22, a Taiwanese delegation led by Senator Hsuen-Chang Lu and their interpreter, Jeff Yang, Executive Assistant of the Taipei Economic and Cultural Office in Manila, paid Governor Espino a courtesy call in his office at the Capitol.

Governor Espino personally asked the senator to facilitate transfer of technology in agriculture and to bring to the province modern agricultural tools and equipment because the governor said Pangasinan will remain as an agricultural province in the next decade.

The Senator, on the other hand, invited Governor Espino to visit Taiwan in September to meet their country’s Minister of Agriculture for a possible cooperation on agricultural training and technology program.

Taiwan, before making it in a multi-million dollar technology-based industry, used to be an agricultural nation where it also made headways. Today, Senator Lu said, Taiwanese from the big cities flock to farms on weekends for rest and relaxation.

Provincial Government Department Heads led by Planning and Development Officer Benita Pizarro presented various visuals to the group showcasing the investment opportunities in the province.

The group particularly expressed interest in putting up a mango processing plant and storage facility even as they lamented the lack of support infrastructures that will propel Pangasinan in export business. Senator Lu, for instance, said it took him five hours to reach the province from Manila.

The Provincial Government Officials, however, assured them that support facilities and infrastructures such as an airport and a commercial seaport will soon be realized.
The group also expressed interest in the mineral reserves of the province and queried whether we have gold, copper and nickel which are widely-used in their successful semi-conductor industry.

Informed that Governor Espino is an avid environmentalist, the group also expressed interest to bring energy-saving technology, such as the use of LED lighting system, which was developed by Taiwan. This worldwide-trend, they said, can reduce carbon emission and can decrease 70 percent of energy consumption.

The Taiwanese said they wanted to enjoy good relations with the Philippines, being their closest neighbor and their fifth largest trading partner.

After the briefing, the Taiwanese delegation went on a guided tour to Western Pangasinan where they visited the Bolinao lighthouse, the Patar Public Beach, Treasure’s of Bolinao Resort and the Lucap Wharf. The Taiwanese were particularly amazed by the white sandy beaches of Bolinao, which they said, cannot be found in their country.

Local Government Officials of Bolinao led by the Mayor Alfonso Celeste, Vice Mayor Elias Quisay and the members of the Sangguniang Bayan welcomed and had lunch with them at El Pescador Resort.

Massive tree planting held in Anda

LINGAYEN --- In a couple of years, residents of Barangays Carot and Cabungan of Anda will have added protection from typhoon and tidal surges and reap added livelihood benefits because of the massive mangrove tree planting spearheaded by the Provincial Government of Pangasinan, thru the Provincial Agriculturist Office (OPAG), in these areas last July 21.
From the onset of Governor Espino’s first term, the Provincial Government shifted its programs to address the threat of climate change into long term solutions, instead of reactionary remedies. Though the Provincial Disaster Coordinating Council have been properly equipped and more ready to respond to calamities than in any other times, Governor Espino, still, is more focused on measures that will not only benefit the present generation but also the next generation. Thus, activities such as upland tree planting and mangrove reforestation become regular fixtures of Provincial Government activities.
In 2008, Pangasinan was awarded as the region’s Most Outstanding Coastal Resources Project Implementer because of its outstanding environmental protection and management programs and policies. The massive mangrove tree planting, dubbed “Alay Tanim Mula kay Governor Espino,” is in support to the province’s sustainable coastal resources management program.
Mangrove propagation, in particular, is a priority program of the Espino Administration, having embarked on a grand construction and renovation of facilities to support his vision.
The Arnedo, Bolinao Mangrove Information Center and Nursery is capable of producing 80,000 to 100,000 mangrove seedlings annually, and where supply of seedlings are sourced during planting activities.
Why does Governor Espino put so much importance on mangrove reforestation of the province’s coastal areas?
Foremost, mangrove forests provide sanctuary and breeding ground for fishes. Aside from increasing fish and other marine creatures’ population, fisherfolks can be assured of a larger catch of fishes that will give them more income. We cannot also underestimate the environmental value of mangroves since they serve as natural barriers in times of typhoon and tidal surges. They also prevent and minimize erosion of coastal areas and filter water pollutants. As an added bonus, mangroves provide aesthetic value to the surroundings where sightings of local and migratory birds can be seen.
Provincial Agriculturist Dolly Moya said the activity last July 23 covered an area of about 1.2 hectares where some 4,000 mangrove seedlings were planted. Though said areas are naturally grown with mangrove, Moya added that Governor Espino wanted to supplement and enhance the natural proliferation of mangroves.
Before the year ends, OPAG aims to reforest mangrove areas in the 12 coastal towns and cities of the province.
Aside from OPAG, Fil-Media in Action Pangasinansi, an NGO, participated in the activity, including students of Cabungan National High School, the Municipal Agriculturist and Municipal Social Welfare employees of the said municipality.
Fil-Media President and Chairwoman Regie Aquino was awed by the diverse and active participation of the provincial and local governments, NGOs and POs, as well as members of the community. She said their organization, which is primarily involved in community service, will always support worthy programs and endeavors of the Provincial Government.

Massive river clean-up drive kicks off

LINGAYEN --- The provincial government has intensified its commitment to protect and preserve the environment by implementing a massive clean-up drive of the river systems of Pangasinan in line with the observance of the National Disaster Consciousness Month.

During the kick off ceremony held last July 19 at the Capitol Plaza, Paterno M. Orduña, Provincial Disaster Coordinating Council Executive Officer, said that pilot areas for the project will include Agno River tributaries within the cities of Dagupan and San Carlos and the municipalities of Binmaley and Lingayen.

The activity is part of Gov. Amado T. Espino, Jr.’s continuing commitment to save and protect the environment which has been his advocacy even before when he was still a police officer.

“It is not the response or rescue efforts that are important kundi ang mga solusyon upang mapangalagaan natin ang ating kapaligiran,” Orduña said.

Col. Orduña stressed that now is the time for everyone to share in the task of taking care of the environment as he urged everyone to engage in proper practices and set a good example as mitigating measures to solve climate change .

Dagupan City Councilor Bryan Lim who represented his father, Mayor Benjie Lim, affirmed that the clean-up drive is a vital need to keep everyone aware to properly respond to calamities and other forms of disasters.

He also assured the support of the city government of Dagupan in cleaning the rivers.

“Let us make sure that the next generation will not look back at us and say that we didn’t do anything. We did not inherit the earth from our ancestors, we just borrowed it for our children,” he further said.

Meanwhile, Provincial Administrator Rafael F. Baraan called on everyone not just to clean up the rivers but to clean up own lifestyles and reorganize own lives in order to be able to really contribute meaningfully to the global effort, to reduce the continued degradation of the environment to help in the overall effort to make things easier for us especially for our children.

After the ceremony, the member agencies and volunteers proceeded to the town of Binmaley for the river clean-up drive which started with the dismantling of illegal structures.

For the clean-up drive, a dredging machine will be used, Col. Orduna said.

The continuing effort of the provincial government and various line agencies signifies the province’s commitment for a sustainable disaster management programs and environmental concerns.

Province observes 32nd National Disability Prevention and Rehabilitation Week

Lingayen - -The Provincial Government thru Provincial Social Welfare and Development Office (PSWDO) in partnership with Breaking Barriers for Young Adults with Disabilities staged the first-ever Provincial Paralympics in line with the 32nd National Disability Prevention and Rehabilitation Week (NDPRW).

This year’s celebration held at the Narciso Ramos Sports and Civic Center here last July 22 carries the theme “SA ISTRUKTURANG ACCESSIBLE, LAHAT AY ABLE.”

Some 500 participants with disabilities from all districts of Pangasinan including Dagupan City trooped to Lingayen to participate in the Paralympics.

The Paralympics consisted of different events and categories.

For children’s category below 14 years old, they played for the 100-meter dash, 400-meter relay and 200-meter wheelchair bound accompanied by their parents.

For youth and adult, 15 to 59 years old, the events were 100-meter dash run, 400-meter relay Men and Women Division, Javelin throw, discus throw, shot put, chess, badminton, table tennis and basketball.

The NDRPW aimed to stimulate public awareness on disability problems and concerns particularly issues on disability prevention, rehabilitation and equalization of opportunities for person with disabilities (PWDs).

David Bulario, president of Federation of PWDs of Pangasinan, thanked Governor Amado T. Espino, Jr. and 4th District Board Member Mojamito R. Libunao, Jr. for their continuing support to the disabled.

“Gusto kong pasalamatan ang ating mahal na governor na si Amado T. Espino, Jr. para sa kanyang patuloy na adhikain para maiangat ang mga taong may kapansanan,” Bulario added.

According to Nhur Gavina of Breaking Barriers for Young Adults with Disabilities, aside from harnessing their skills and potentials, the event will also help the disabled gain confidence, self-esteem, camaraderie and sportsmanship.

Maramba's descendants visit Pangasinan Capitol

LINGAYEN---The descendants of former Governor Daniel Maramba, the “Grand Old Man” of Pangasinan politics and founding guru of the Capitol building were greatly astonished by the magnificent transformation of the historic edifice.

The Maramba clan composed of more than 20 members, most of them coming from abroad, visited the Capitol as part of the commemoration of the late governor’s 140th birthday who was born on July 21, 1870.

The delegation, headed by Dr. Tomas Maramba, grandson of Ex-Governor Maramba, came all the way from Sta. Barbara, the natal town of the “grand old man.”

Dr. Maramba and the other members of the clan turned nostalgic as they entered the Capitol Building and were warmly welcomed by the provincial government employees and various heads of offices led by Provincial Administrator Rafael F. Baraan.

Recalling the achievements of his late grandfather as a public servant, Dr. Maramba said he feels proud that one of the greatest legacies he has left behind was the construction of the Capitol Building, the seat of the provincial government of Pangasinan.

Don Daniel Maramba served as the 7th Governor of Pangasinan from 1916 to 1922. It was during his term that the Provincial Capitol was built and its construction was listed in the history of Pangasinan.

According to records, when the Capitol building was constructed, its architectural design became a model of the other Capitols constructed in other provinces.

Serving as Governor for two-terms, his administration which focused on agriculture as its main concern also made the province as the “Rice Granary of the Philippines” putting Pangasinan in the Philippine Map as a premier province.

When the group stepped onto the Capitol stairs during their tour, nostalgia filled the air as the Maramba descendants stopped at the middle of the staircase and sang the Pangasinan song “Malinac Lay Labi” passionately.

Gina Quintans Staches, a granddaughter, said it was one way of showing their love of their native tongue.

Staches said, they wanted to teach every member of the clan, even the younger generation, the Pangasinan language because according to them they were all taught by their parents who were members of the earlier generation, how to speak Pangasinan and love the language as Ex-Governor Maramba also did to his children.

The Maramba clan could not help but express great awe with the great transformation that has transpired in the provincial government through the present administration as they were further toured around the Capitol Complex.

All they could say were praises for the beauty and grandeur of the refurbished structures of the provincial government including the Sison Auditorium noting that the renovation was executed with finesse and a royal touch.

At the Capitol Resort Hotel, where the group was treated to a merienda of native cakes and buko juice, the Maramba grandchildren and great grandchildren’s admiration of Gov. Espino’s administration was further heightened at the sight of the hotel.

Alma Quintans Kern, also a granddaughter and president of the Filipino Community of Seattle and the Washington-Pangasinan Sister State mused, “We didn’t expect this kind of a resort in Lingayen. But now we’re all talking of coming back with our families and recommending it to everybody because it is really beautiful.”

Meanwhile, Maramba Council President Lourdes Maramba Fajardo, another granddaughter of Don Daniel Maramba, thanked the provincial government for the warm welcome and accommodation.

LINGAYEN---Provincial Administrator Raffy Baraan urged the provincial government employees to continue to work very hard as he echoed Gov. Amado T. Espino’s mission to make Pangasinan number one.

Baraan made the call during the Monday’s flag raising ceremony as he welcomed to the provincial government family newly-elected board member of the 4th district Mojamito R. Libunao, Jr. who was the only Board Member attending the ceremony, and new Provincial Health Officer Dr. Ana de Guzman, to the provincial government family.

“All of us here are one family and we belong to a common mission to make Pangasinan truly number one, so let us continue to work very hard,” the provincial administrator stressed.

As this developed, Baraan congratulated Provincial Accountant Malou Utanes for being elected as the new president of the Philippine Institute of Certified Public Accountants (PICPA) Pangasinan Chapter and Provincial Employment Services Office (PESO) Manager Alex Ferrer who is also the new regional president of the PESO Managers in Region I.

3,500 Dogs receive Anti-Rabies Vaccines

LINGAYEN --- The provincial government thru the Provincial Veterinarian’s Office has intensified its Anti-Rabies Campaign to keep with the National Rabies Control Program which calls for a Rabies- Free Philippines in year 2020.

Dr. Benedicto Perez said that as part of the program, some 3,500 dogs in Mangatarem have already received anti-rabies vaccines.

He said the program which started on July 13 seeks to give vaccination to at least 80 % of the total dog population or an average of one dog every household.

In line with this, the PVO has initially identified nine municipalities found to have positive cases of rabies- afflicted dogs based on reports submitted to the Regional Animal Disease Diagnostic Laboratory.

These municipalities are Mangatarem, Bayambang, Bautista, Alcala, Rosales, Balungao, Umingan, Urbiztondo and Sto. Tomas.

To date, vaccination in Mangatarem has been completed and another vaccination activity has been set on July 20 in Urbiztondo.

Perez said the activity is a concerted effort of the provincial government thru the PVO, Department of Agriculture and the local government units.

Vaccination centers will be established in municipalities where there is a scheduled vaccination.

Meanwhile Gov. Amado T. Espino, Jr has instructed the provincial health office to coordinate with the agencies aforementioned to further intensify the program.

New Provincial Health Officer Dr. Ana de Guzman said the PHO will provide data that will help the PVO identify more areas with dogs positive of rabies.

Lingayen---Gov. Amado T. Espino, Jr. has expressed great enthusiasm as he accepted the primary responsibility of taking the lead role to fight off insurgency in Pangasinan last July 12 during the Joint Declaration of Pangasinan as insurgency- free and Hand-Over of the ISO Lead Role at the Narciso Ramos Sports and Civic Center here.

Gov. Espino said he was very happy that the province, together with the Provincial Police Office (PPO), is now taking over the insurgency lead role even as he said that during his time with Philippine National Police (PNP), he was very much involved in dealing with the problem of insurgency in Pangasinan.

P/Sr. Supt. Percival Barba who formally declared that Pangasinan is now free from insurgency revealed that in 2006, there were 76 barangays in the province with the presence of communist terrorists (CTs), but to date Barba revealed that said areas now have a zero rate of insurgency.

The joint declaration was signed by Gov. Espino, Major Gen. Ireneo Espino of the 7th Infantry Division of the Philippine Army and Police Superintendent Percival Barba, Provincial Director of the PPO.

The signing was witnessed by Col. Leonido Bongcawil, Col. Felicito Virgilio M. Trinidad, Jr., Mr. Domiciano Soriano, Jr. of DILG, SP Chairman Amadeo T. Espino , MGEN Gaudencio Pangilinan, NOLCOM commander represented by Col. Perez, and PCSupt Orlando Mabutas, represented by Col. Manuel Cachero.

Meanwhile, General Ireneo Espino thanked Gov. Espino, members of the Sangguniang Panlalawigan, the mayors, peace and order council members and the people of Pangasinan for finally accepting the handover of the insurgency lead role.

He said the transfer sees the vision of a peaceful, progressive, tourism and economic center province under the governance of Gov. Espino who is also the chairman of the Provincial Peace and Order Council in Pangasinan.

As this developed, Gov. Espino has called on the people from the formerly infested areas to work together for the growth and development of their barangays.

With this recent development, the Governor proudly noted that foreign investors who used to visit other places like Baguio and Clark have started flocking to the province expressing keen interest in establishing various investments in Pangasinan.

LINGAYEN --- Gov. AmadoT. Espino, Jr. has assured the JJGPK Co. Ltd., a Korean investment corporation headed by Mr. Kang Hee Jung, of the province’s full cooperation on whatever investments the Korean investors would have in the province.

“We assure you that we will give our part to your efforts on whatever good intentions you have for our province,” the Governor said as he thanked them for showing much interest to the province of Pangasinan as their choice place for investment.

Gov. Espino also told the Koreans during a farewell dinner hosted by the provincial government recently that they are most welcome even as he stressed that the relationship between the province and the Koreans will continue forever.

The JJGPK group is now on its 5th visit to Pangasinan to carry out plans for the establishment of various feasible investments here.

The investors together with the broadcast staff of Money TV Network, one of the biggest broadcasting networks in Korea, conducted an ocular inspection on the proposed sites for their projects during their brief visit here.

Some of the projects they have proposed are the development of an eco-tourism zone in Barangays Sabangan, Estanza, Malimpuec and Capandanan in Lingayen.

The JJGPK proposed to help develop the eco-tourism zone where the design for the project is now being prepared by a highly respected architect of Korea who will present the masterplan to Gov. Espino in August.

The proposed projects include the establishment of a retirement village in Lingayen.

The JJGPK also plans to put up a call center which shall operate as a Knowledge Process Outsourcing. It will be an online tutorial center for Koreans who would like to learn English as their second language.

Other proposed projects include the establishment of a surplus center, chicken dressing plant and a cold storage.

The farewell dinner proved to be a night of positive moods which spelled a bright and promising future both for the province and the Korean investors who were here to pursue their investment interests.

Mr. Jung said they are confident that the big investments will help the province of Pangasinan as it will provide thousands of jobs to many Pangasinenses.

Provincial Gov’t trains frontliners for Tourism

Gov. Amado T. Espino, Jr., initiated an enhanced training for provincial government frontliners to further strengthen tourism initiatives through a one-day seminar for an effective and quality public service.

The seminar which was held in three batches at the Narciso Ramos Sports and Civic Center was dubbed “Tourist-Friendly Pangasinan Frontliners.”

“We are doing this because we want to serve the people. You were trained so you can appreciate the very things we are doing here, the very things that we are protecting here, this is the very essence of this training,” Gov. Espino said during the culminating rites.

Espino said he wants Pangasinenses to be the first to appreciate the workings of the provincial government even as he instilled in them the value of discipline by following regulations and doing what is right.

The activity which started on July 7 and concluded last July 9 was spearheaded by the Provincial Tourism Division co-sponsored by the Department of Tourism Region I (DOT-Region I) who provided an International Standard Organization and DOT Accredited Trainor.

Some 143 provincial employees, whose duties include providing direct frontline services to Pangasinenses, visitors and tourists, participated in training.

Among the participants were: provincial security guards assigned at the Capitol Complex, Hospitals and Office of the Provincial Agriculturist (OPAG), provincial bus drivers from the Provincial Engineering Office (PEO) as well as employees of the Provincial Governor’s Office, Capitol Resort Hotel, Tourism Operations Division and Solid Waste Management Office.

As province’s frontliners, the training was vital in developing ways to meet the evolving needs of visitors as well as in becoming effective communicators who have direct link and service to the public.

It likewise served as gateway to enhance the frontliners’ skills and capabilities with better understanding of themselves, their attitudes and values to best serve the public.

The frontliners were also oriented on the provincial government programs, facilities and services as well as basic tourism information anchored by their commitment and passion to serve in order to attain targeted results to give meaning to the provincial slogan: “Serving You the Best Way we Can.”

Ma. Luisa A. Elduayan, Chief Tourism Operations Division, said this is part of the province tourism promotions and marketing program to attract more tourists and investors and help improve and establish good customer relations and systems that will boost the province’s economy.

According to Martin Valera, DOT Director, the training program is an opportunity to bring the government closer to the people.

Towards this end, Valera thanked the governor for his efforts on strengthening tourism efforts development and dedication to make Pangasinan great province.

It is the mission of the Pangasinan Tourism to promote responsible tourism development in the province that maximizes socio-economic growth, instills pride in culture and heritage, conserves the environment, fosters partnership among stakeholders, offers the best visitor/tourist experience and nourishes the standard of living of Pangasinenses.

In 2009, the province posted a total of 316,850 tourists and visitors. With the influx of tourist arrivals, Pangasinan is now a top tourist destination in Region I.

Capitol Solid Waste Management Receives Special Award from DENR Region I

Lingayen- - -The Capitol Solid Waste Management Office (CSWMO) recently received a Special Award from the Department of Environment and Natural Resources-Regional Office for the successful implementation of the Pangasinan Ecological Solid Waste Management Program.

A group of regional evaluators from the DENR came to the province last May and validated the performance of the recycling team as one of the contenders for the 2010 Search for Likas Yaman Awards for Environmental Excellence.

Said search aimed to recognize the individuals, local government units, academe, civic organizations, military and other institutions for their outstanding contribution to environmental development, conservation and protection.

Rowena dela Cruz, CSWMO Chief, said that aside from recycling project other undertakings that the team currently implement includes composting and bio-organic fertilizer production.

This, she said, will help minimize the bulk of garbage in the province and inculcate the value of recycling in the minds of the people.

Under the present administration, the CSWMO was expanded and improved to further cater and assist the LGUs in formulating policies on waste management.

“We intend to reduce the amount of wastes by at least 50 percent through recycling, composting and other waste prevention or reduction activities,” Dela Cruz said as she added that Gov. Lingayen, Pangasinan - - - Governor Amado T. Espino, Jr. led the Provincial Officials and employees in welcoming WBO Super Bantamweight Champion and Fil-Am Boxing Sensation Ana “The Hurricane” Julaton in her first-ever visit to the country and to her home-province in Pangasinan last July 14, 2010.

Upon knowing that the Filipina boxer is going to visit the province’s Capitol, a throng of provincial employees and other spectators trooped to the Capitol building to take a glance of her.
Wearing her pink spaghetti sleeveless blouse and maong jeans, Julaton was described to have the true beauty of a Filipina.

Born Luciana Bonifacio Julaton, the boxing champion traces her Filipino roots in Pozurrobio, Pangasinan. She is the first Filipina to win a boxing world title, already collecting three titles at that.

Julaton revealed she became aware that she is from Pangasinan because of her grandfather, Cesario Cariaso Julaton, who always talks about his roots all the time when he was still alive.

Angelo Reyes, manager of Julaton, said that when she started in 2004 as an amateur boxer, she was already donning the Philippine flag on her shorts. “She was always connected with her Filipino roots because of her grandfather,” Reyes said.

“Ana is the best person to really work for, it is an honor to be around her because she’s always humble even though she has already accomplished a lot”, Reyes added.

Julaton thanked Governor Amado T. Espino, Jr., Provincial Administrator Rafael Baraan and all the Pangasinenses for welcoming her in the province.

“It was amazing and it was my first time here, everything’s beautiful, everyone’s heart was warm and it feels like home”, she said.

Julaton bared that she plans to bring the fight here in the country with her upcoming fight either against Lisa Brown or a rematch against Maria Villalobos.

“I want to fight here in the Philippines, and be the first Filipino to do that”, she said.
Julaton and Reyes said they are considering the Narciso Ramos Sports and Civic Center as venue for her next fight in September or for her next training under Freddie Roach.

Meanwhile, Julaton received a Plaque of Recognition conferred to him by Governor Espino for her numerous achievements in the field of boxing and becoming the pride and inspiration to the Filipino people especially in her home-province, Pangasinan.

European Community to help Pangasinan strengthen its Public Finance Management

LINGAYEN--- The European Community represented by Michel Ligthart recently met with the budget and finance officers of the province to find ways on how to help Pangasinan strengthen further its Local Government Units Public Finance Management.

Ligthart , a consultant of the European Community, said the EC intends to give some technical assistance on the strengthening of LGU PFM since Pangasinan is a recipient of a grant from the EC under the Health Sector Policy Support Program (HSPSP) of the Department of Health.

Atty. Janet Abuel, Regional Director of the Department of Budget Management said Pangasinan received a grant of some 4 million euro from the EC for training purposes for the LGU PFM as a support to the health sector.

As a requirement, there is a need to strengthen the LGU PFM on the usage of funds, planning and disbursement.

The EC is concerned with the strengthening program of the provice on how to uplift the health sector because Pangasinan will serve as a representative of all the provinces in the country.

The group visited only two provinces, Pangasinan and Cavite and the EC have chosen Pangasinan as the pilot province for the implementation of the various programs of the health sector under the HSPSP.

Abuel noted that the EC was impressed with the performance of the LGU PFM even as they have realized that the LGUPFM can function well even without the grant so the EC wanted to extend the assistance to other programs not related to health.

Towards this end, the European Community is now planning to give an independent funding for the strengthening program.

Meanwhile, Gov. Amado T. Espino, Jr, said this is a welcome development to the health program of Pangasinan.

Being one of his priority programs, the province has embarked on various health care programs one of which is the enrollment of indigent families to Philhealth to enable the poor Pangasinense avail of medical services.

This is the first time in the history of Pangasinan that the province has taken steps for a universal enrollment of all indigent heads of families.

In two and a half years, phenomenal results were achieved because Pangasinan has become number one in Philhealth universal coverage besting Cebu and Bukidnon who used to be number one.

From a total of 27,000 enrolees in July 2007, we now have a total number of 260,000 indigent Pangasinenses covered by health insurance.

The 14 hospitals in the province have also undergone various stages of improvement and upgrading and established a dialysis center with 12 dialysis machines.

Aside from hospital and curative health care, the provincial government has also pursued an aggressive public health program and strengthened its capability for disease prevention and promotion of healthy lifestyles and practices in our communities. (PIO/Angeline D. Villanueva)

The Governor, the Vice Governor and Provincial Board Members took oath before Executive Judge Georgina Hidalgo of Lingayen Regional Trial Court, witnessed by members of their families, newly-elected local officials, heads of national agencies, foreign delegates, provincial officials and employees, and the media.

Governor Espino sought the greater unity and help of the different sectors of the local society, of the province’s cities and municipalities, of both the public and the private sector, and the industry to continue the massive development programs and projects of his administration.

Even as he called for a united front towards greater progress, Governor Espino was not remiss on espousing the delivery of basic services to Pangasinenses such as the provision of clean and potable water, decent homes, nutritious food, proper disposal of garbage and decent comfort rooms.

The people, the Governor said, should have access to basic services they need and officials should provide the leadership in achieving this goal, especially now that we live in the age of information technology where vast information and knowledge are at a click of a finger.

An environmentalist, the Governor advocated for continuous upland and coastal reforestation. He also called for the massive cleaning and desiltation of the province’s rivers and coasts to prevent floods. These waterways, he said, can even serve as highways for people and products.
Governor Espino bared that three groups of Korean investors are planning to put up electric car manufacturing plant, retirement village, medical center, socialized housing, business process outsourcing, mining, port operations and other big projects.

Governor Espino thanked the multitude who supported him in the last elections and said the unprecedented victory is an affirmation that the people of Pangasinan wanted him to continue the programs and projects he started on his first term and as a proof of their clamor for real change.

“Ang pagbabago ay likas na katunggali ng tao, at ang tao ay likas na katunggali ng Pagbabago”, he said as he speak for a change in delivering services to the people . Though the road for change is not easy, the Governor said, his administration was able to accomplish much in a short time.

Counting as one of his administration’s foremost achievements, the Governor said they were able to change the work attitude of the provincial government workforce that now deliver better and quality public services and consider their job as a sacred task and contract between the people.

In a right way of using public funds, the governor added, the Capitol Building and its surroundings were transformed into world-class destination that gets the nod and admiration of local residents, tourists and visitors, and “balikbayans.”

The Governor also cited the massive renovation and upgrading of all the 14 province-owned hospitals in the entire province, which he said now brings better and quality medical services to the people, especially the poor.

Pangasinan, according to him, is number one in the Philippines in terms of PhilHealth sponsorship program with more than 267,000 indigents enrolled, national champion in “Garantisadong Pambata” nutrition and child survival and number one in tourist arrivals in the region.

Governor Espino also bared the strides the province was able to make in peace and order, health, education, agriculture, housing, sports and youth development, tourism, infrastructure and environment care and protection.

Despite these gains, the governor emphasized that Pangasinan should never stop achieving with all the natural and built-in resources it is endowed with. To this end, he called for a stronger push to achieve his administration’s 10-point agenda. He also vouched to achieve greater progress and development with the establishment of Sual Seaport and Lingayen Eco- Tourism Zone which will attract a steady influx of investors and provide continuous job opportunities.

Outgoing Vice Governor and newly elected 6th district Congresswoman Marilyn Primicias-Agabas said that, “I am very much lucky and thankful to be part of Governor Espino’s first term. I’m sure na kung nagawa niya nung first term mas marami pa tayong mae-expect na magagawa niya.”

Incoming 2nd district Congressman Leopoldo Bataoil, said, “I would like to congratulate our beloved Governor Espino and Vice Governor Calimlim for this momentous occasion, one of the historic moments in our province of Pangasinan, and I join them and all the Pangasinenses in our aspiration for the delivery of quality governance.”

Lingayen Mayor Jonas Castañeda, led newly-elected local executives in greeting the governor, and said “ito ay isa sa pinakaimportanteng araw ng ating lalawigan, dahil nandito lahat ang mga elected Provincial officials, especially the overwhelming mandate given to our re-elected governor.”

LINGAYEN---More and more local government units are choosing Pangasinan Provincial Capitol Complex as a Lakbay-Aral destination.

Last June 2, some 60 staff and employees of the City Mayor’s Office, as well as of various departments of the City Government of Baguio, led by Mayor Reinaldo Bautista,Jr., visited and toured the Capitol Complex before heading to Bolinao for their Team Building and Planning activities.

“We came here to see the place, to see the transformation of the Capitol. We’ve been here a long time ago and only today do we see that because of these changes, we can see how professional the province can be,” Mayor Bautista said.

Executive Assistant to the Governor Ramon Morden personally guided the group for a tour of the offices inside the Capitol Building, the work stations in the Finance Building, the Sison Auditorium, the Provincial Library and the Capitol Resort.

It can be recalled that the Espino Administration embarked on a grand of the Capitol and its environs with the aim to make the Complex the centerpiece of the province’s tourist attractions.

“Allow me to congratulate Governor Espino for his leadership and the way that he has now transformed the whole province particularly the Capitol. We’ve seen really that being an officer, he has transformed the province and brought his leadership skills in transforming the Capitol into something that’s more professional,” Mayor Bautista said.

A wood carvings critic, the Mayor admired the elaborate and intricately-designed woodworks that adorn the buildings even as he noted that the cleanliness of the area is noticeable.

“The improvement that I’ve seen is already a clear signal that under Gov. Espino’s leadership, the Province of Pangasinan will really be as great as it used to be,” Mayor Bautista added.

Awed not only by the world-class interior and the functional design of the Capitol Building, the Mayor’s personal secretary, John Co, exclaimed, “Hindi lang basta nirenovate, talagang pinag-isipan at pinagplanuhan ang paggawa.”

Meanwhile, Alberto Tomas of the Special Services Division of the City Mayor’s Office said, “I’m greatly impressed. Ang ganda-ganda, it’s just like Malacañang.”

Mayor Baustista also brought his two daughters, Joelle and Annedrew, to personally see and enjoy what Pangasinan has to offer.

LINGAYEN--- Lakbay-Aral team of barangay officials from Davao city trooped to the Capitol Complex here to take a personal glimpse of the now famous pride of Pangasinan, the Capitol complex which has caught the admiration of each and every visitor.

The barangay council of Talomo, Davao City headed by Barangay Captain Alex Vidal expressed great admiration to the beauty and grandeur of the Capitol which according to him is a real work of art.

Brgy. Kgwd. Francisco Josol said, “hindi lang maganda ang Capitol Building ng Pangasinan, kundi magandang-maganda talaga.”

The barangay council also noted that the Capitol complex is not only beautiful on the outside but also on the inside taking notice of the various offices situated in the building which are beautifully furnished and designed.

Jonas Laurom, another kagawad mused, “para tayong nasa Malacañang,” when they were toured inside the Governor’s office.

“The tour gave us a lot of insights,” said lady Kagawad Rizza Blanco who said that aside from learning new things as they were briefed on the various office practices of the province, “nabusog pa ang mga mata namin sa ganda ng Kapitolyo.”

LINGAYEN--- Governor Amado T. Espino, Jr. awarded loan checks worth P218,000 under the Livelihood Assistance Program of the Provincial Government last June 16 at the Governor’s Office inside the Capitol Building.

The recipients of the second batch of the assistance program for this year were Don Montano Garments Craft Association, Inc. from Umingan and the Payar Women’s Association from Malasiqui, both involved in commodity trading.

The program, launched in 2008 during the first term of Gov. Espino, has benefitted 84 groups composed of 1,774 beneficiaries and 8 individuals belonging to Micro, Small and Medium Entrepreneurs and has released a total of P10,008,150 as assistance.

According to Ellsworth Gonzales, Livelihood Assistance Program Head of the Provincial Population Office, the goal of the program is to give assistance, like loans, as a start-up capital for small businesses to uplift their lives.

This augmentation measure will in turn generate additional income and employment that will give the beneficiaries additional purchasing power for better access to basic commodities like food, clothing and shelter and education.

Gonzales also added that they are usually targeting women’s groups to translate their idle time into something productive. Farmers are also prioritized so they could avail of loans with lower interest rate instead of going to loan sharks.

Beneficiaries are given a four percent interest for a six-month loan cycle, and if paid before the due date, interest is reduced to one percent. The three percent rebate will then become income of the association.

The program also caters to those involved in retailing, production (i.e. sawali and garments production), trading and animal raising (poultry). However, they must be a registered association.

Clarita Alcantara of Don Montano Garments Craft, involved in the manufacturing of throw pillows, curtains, shorts and pajamas, said that the program is a big help for them, especially that they are just starting their business. “Napakalaking tulong sa aming pamilya, lalo na sa aming walang regular na trabaho ang puhunang ito. Lingayen - - - Governor Amado T. Espino, Jr. urged the provincial employees to serve as role models for the rest of Pangasinenses in protecting the environment with the Capitol being the seat of governance serving as the show window of orderliness and cleanliness.

In the regular flag-raising ceremony at the Capitol Complex here which coincided with the launching of the National Environment Month, the Governor said that people must start on small but basic things like keeping the surroundings of the Capitol clean thus inculcating in every home the right discipline in caring and protecting the environment.

Cleanliness, he said, must start within our self so that other people will follow and emulate. “Maliit at simpleng bagay pero malaki ang epekto kapag ginawa,” he disclosed.

It will be recalled that environment protection became a priority project of the provincial government giving emphasis on coastal reforestation. With this, an intensified program on environment preservation is underway with the second mandate of the governor.

At present, 27 species of mangrove species can be found in the province and being propagated in the provincial government-owned Bolinao Fish Farm Nursery. These mangrove species are distributed to different coastal towns in Pangasinan for plantation.

The ILOG KO AROEN KO project was launched to protect the river systems in various towns of Pangasinan against destruction. This also serves as one of the components of the Save Lingayen Gulf (SLING) movement, a pet project of the governor during his tenure as the PNP Provincial Director in 1994.

The Green the Mountains Again is another program being emphasized by the governor wherein a total of five million trees have already been planted since its launching.

Part of the month-long environment celebration includes a photo exhibit at the Veteran’s Park showcasing the province’s natural resources. Lecture on environment protection is also being held to increase public awareness and a signature campaign among the key officials of Pangasinan and various stakeholders in support of the province’s biodiversity program highlighted the affair.

In another development, Pangasinan thru the Provincial Solid Waste Management Division was among the finalists for Likas Yaman Awards for Environmental Excellence (Best LGU initiated environmental project category) in the region.

Lingayen, Pangasinan --- Education is the most important thing in the life of a person because it makes everybody equal, according to Gov. Amado T. Espino, Jr. during the Independence Day celebration and awarding of scholarship grants to provincial scholars on June 12 at the Narciso Ramos Sports and Civic Center Gym here.

Gov. Espino said the true meaning of independence to him is freedom from illiteracy, poverty, corruption, fear and bad attitudes even as he said that the scholarship grants will help the provincial scholars achieve independence from illiteracy and soon become the protectors of independence.

The provincial chief executive has awarded financial aids to the new scholars who are incoming first year college students. The 133 incoming freshmen are among the poor but deserving students who passed the qualifying examinations given by the Provincial Scholarship Fund Board (PSFB) last May 5.

Of the almost 700 aspirants, only 124 passed the exams while nine students were automatic qualifiers because they graduated as high school valedictorians. In case the valedictorian waives his or her rights or is not qualified for some reasons, the salutatorian will take the scholarship grant.

Each scholar will be given P7,000 as financial aid every semester provided that he/she maintains a full normal load without failing any subject.

Leny Rose Estrada, the top 1 qualifier during the examination was grateful of the privilege she has gained, saying that “it will somehow ease her family’s financial burden.”

Raiza Ymasa of San Fabian, a first year scholar said, “I’m happy to become one of the scholars of the province and very thankful to Gov. Espino because I am now assured of a college education and a good future.”

Under the leadership of Gov. Espino, the scholarship program of the provincial government has been dramatically expanded to 1,926 scholars as follows: the Provincial Scholarship Fund Board, 389 scholars from first year to fourth year levels; PSU Scholarship, 1,000; Joint Scholarship Program of the provincial government and the First Congressional District Office of Pangasinan, 500; Technical-Vocational Scholarship and Cultural Scholarship, 25; and National Commission on Indigenous Peoples, 12. Shellfish Advisory

The public is advised to refrain from eating, gathering or harvesting, transporting and marketing shellfish, shrimp and crabs from Wawa, Bani, Pangasinan until such time the shellfish toxicity level has gone down below the regulatory limit.

This developed after the Provincial Health Office received information from the regional office of the Bureau of Fisheries and Aquatic Resources (BFAR) that the latest shellfish meat samples collected from said area were found positive of Paralytic Shellfish Poisoning (PSP) toxin.

Dr. Ferdinand Totaan revealed that based on the results of red tide monitoring activities of BFAR, samples of shellfish, shrimp and crabs are now positive of red tide toxin or PSP.

The PHO however, noted that fish are safe for human consumption provided they are fresh and washed thoroughly, and their internal organs such as gills and intestines are removed before cooking.

Towards this end, Gov. Amado T. Espino, Jr. has instructed the PHO to coordinate with BFAR and the LGU Fishery Technicians in monitoring the coastal waters of Wawa, Bani and adjacent areas to safeguard public health and protect the fishery industry.

Pangasinan tourism will highlight this year’s Pista’y Dayat during the 18-day 3rd Aliguas ed Turismo Tan Ekonomiya (Pangasinan Tourism and Expo) from April 23 to May 10.

Maria Luisa A. Elduayan, Chief of Tourism Division, said that 94 exhibitors, including 13 One-Town-One-Product (OTOP), will participate in the tourism and trade expo.

Elduayan said that the event is expected to boost the local tourism industry as it will showcase the province’s prime tourist destinations and other best prime and local produce of different towns and cities.

According to Elduayan, tourism has improved a lot after Gov. Amado T. Espino, Jr. started a major facelift of the facilities of the industry, especially the entire capitol complex, now considered as the province’s main tourism attraction.

With the improved facilities, the governor is now focusing on the province’s “best products” to promote further tourism, Elduayan said.

The Pista’y Dayat festival, she added, is one of the best venues where Pangasinenses and visitors alike can familiarize themselves on the various products found in different towns throughout the province.

Aside from the OTOP, the tourism and trade exhibit will feature Pangasinan’s finest cuisine thru various small and medium enterprise food carts, the fine craftsmanship in wood and bamboo furniture and the wide array of agricultural products that have won for the province the monicker “foodbasket of northern Luzon.”

Region 1 Irrigators’ Association Federation President hits irrigation projects of former provincial administration

Contrary to the claims of the previous administration of numerous irrigation projects for the welfare of Pangasinan’s agriculture sector, Oftociano Manalo, President of the Provincial and Regional Irrigators’ Association, lamented their irrigation projects that did not work.

“Hindi napakinabangan ng mga farmers, minsan lang umulan washed out na. Sayang yung ginastos, people’s money yun, taxpayers’ money yun tapos ganon lang ang nangyari,” he said.

At one point, a member of the media asked if the TV ad (on irrigation projects of the previous administration) is a lie, Manalo said “sa palagay ko dahil ako ang President dapat ako ang signatory doon sa MOA, wala akong matandaan” noting that he included in his accomplishment a non-existent irrigation project in Managos, Balungao.

“Dapat alam ko kasi ako ang presidente ng asosayon dun kaya dapat ako ang pumirma sa MOA,” Manalo disclosed.

“Maraming complaints ang aming asosasyon na maraming hindi natapos na mga projects na inimplement, tulad ng ginawa sa Balungao, pero hindi napakinabangan ng farmers.
On the other hand, Manalo also praised the good working relation of the agriculture sector and the Provincial Government today.

“Very open ang dialogue namin ngayon with the Governor and the Provincial Agriculturist kaya nasasabi namin ang aming mga pangangailangan, unlike before na hindi kami binibigyan ng pagkakataon na masabi ang mga pagkukulang ng OPAG noon,” he said.

Manalo also commended Governor Amado T. Espino, Jr. for his timely intervention to help farmers hit by the on-going El Niño Phenomenon with the purchase and distribution of some 500 units of water pumps to various irrigators’ associations in the province.

Manalo said the Provincial Government gave the five horse power (5 hp), gasoline-fed units with complete accessories, free to the recipients unlike with national government agencies’ intervention program where farmers had to provide counterpart for the cost.

In the distribution, farmers needing immediate water for irrigation or those at the tail-end of water supply were prioritized, he said.

Manalo also disclosed that recipients were given technical briefing on how to take care and prolong the life of their units before the awarding.

“Malaking tulong po ngayon dahil sa mga water pumps na ibinigay nila, lalo na ngayong El Niño, maraming pananim ang napatubigan,” Jun Nandin, President of Don Isidoro Dam Irrigators’ Association, said.

Meanwhile, the National Irrigation Authority (NIA) in Pangasinan said their agency is busy rehabilitating the irrigation systems of the national government in the province, during this planting break, and in the construction of the San Roque Dam re-regulating pond.

Engineer Ceferino Sta. Ana, Division Manager of the Agno River Integrated Irrigation Project (ARIIP), said wet season cropping will start on July 16 when they will open the agency’s irrigation facilities and 12,000 to 15,000 hectares will be programmed for irrigation.

Takayan na Dayew set April 30

The provincial government invites all Pangasinenses with exceptional talent in singing to join this year’s Takayan na Dayew (Vocal Solo competition) on April 30 at the Capitol beachfront here.

Janette Asis, OIC of the Human Resources Management Office and in-charge of the activity, said that the screening of contestants has started yesterday, April 21 until April 23 in three different venues from 9 o’clock in the morning up to 5 o’clock in the afternoon.

Asis said that the first screening date is held at the Provincial Agriculture Field Station in Brgy. Lucap, Alaminos City and the preceding venues will be at the SM City in Rosales town on April 22 to give chance to those residing at the Eastern part of the province and at Kalantiao Building, Capitol Compound on April 23 for Pangasinenses coming from the central part.

Contestants are advised to bring their own minus one CD during the audition and must perform their best piece which will serve as their contest piece in the said competition.

Requirements are as follows: registration form (available at the three audition sites), certified true copy of birth certificate, certification from their Barangay Captain attesting their three months residency in their community, and 2 pieces of 2x2 pictures.

The vocal solo competition has three categories that include the Ugogaw (children aged 6 to12 years old), Balulaki tan Mamarikit (13 to 22 years old), and Matatakken (45 to 60 years old).

Winners for the Ugogaw category will receive the following cash prizes: P15,000 for the champion, P10,000 for 1^st runner up, P7,000 for 2^nd runner up.

The champion for the Babalulaki tan Mamarikit category will take home a cash prize of P20,000; P15,000 for the 1^st runner up and P10,000 for the 2^nd runner up.

For the Matatakken category, a cash prize of P25,000 awaits the champion, P20,000 for the 1^st runner up, and P15,000 for the 2^nd runner up.

Non-winners for all categories will receive a consolation prize of P3,000 each. Each category will consists of five finalists.

Blessing and turnover of 15 ambulance units to all government-owned hospitals

The provincial government thru its fishery fish farms has dispersed anew a total of 110,000 pieces of tilapia fingerlings in two batches to 16 different communal bodies in two cities and three municipalities of Pangasinan.

Dalisay Moya, OIC of the Provincial Agriculture’s Office, said that the fingerlings were dispersed in different locations specifically in the cities of San Carlos and Urdaneta and in the towns of Calasiao, Sta. Barbara and Mapandan.

Some 55,000 pieces of fingerlings, according to Moya, were dispersed last April 7 coming from the fish production of the San Quintin Provincial Freshwater Fish Hatchery while another 55,000 fingerlings were dispersed last April 12 from the production of the Libsong Fish Farm here.

Moya said that the two fish farms owned by the province has produced tilapia fingerlings of good quality known as brackishwater enhanced saline tilapia purposely for dispersal to communal bodies of water like rivers, creeks, water impounding projects, dams and irrigation systems as fishery production areas.

She further disclosed that the present administration has been relentless in increasing fish production thru aquaculture in ponds and fish cages and fish stock enhancement through this undertaking that provided access to fisherfarmers of Pangasinan in procuring good quality tilapia fingerlings, unlike in the past when they have to get fingerlings from Tarlac or Nueva Ecija.

Furthermore, Moya noted that the project enhances fish population in communal bodies of water increasing fish catch of sustenance fisherfolks, thus, increasing their income.

It will be recalled that the provincial government under the leadership of Gov. Amado T. Espino, Jr. has developed a tilapia hatchery with a total area of about 7,600 sq. meter in Brgy. Gonzalo, San Quintin and upgraded the existing 1,840 sq. meter tilapia hatchery in Brgy. Libsong, Lingayen.

The development of the fish hatchery in San Quintin was completed on the second quarter of 2008 but its operation started later that year.

All the tilapia fingerlings that were dispersed were sourced out from these facilities.
